『into』と『in to』について

into と in to の使い分けについて、ルールありますか。例えば、He went into the garden. He went in to the garden. He went in to get an apple. どの時どれ使えばいいでしょうか。

「into」→ どこかへ入る時に使用　例：He went into the garden.
「in to」→ to go, to buyなどの動詞の場合　例：He went in to get an apple.
わからない時は「in」を「in order」に変えてみるといいです。
例：He went in order to get an appleはOKだが、He went in order the gardenは×。
