英文の穴埋め

という文の( )に入る単語を　request, to request, requested, requesting の4つから選ぶという問題があり、正解が、to request になっていました。
私の回答は、requested としており、with an option requested higher quality prints の部分が、「求められていた高品質の印刷オプション」という意味になって、全体として自然な文章になるのではないかと考えた結果なのですが、なぜrequestedでは間違いなのでしょうか。
