A note to that effect will be sent home with your child/ren for your information…という文章についてですが、asの後にrequiringと動名詞が来ていますが、このasとrequiringの間には何か省略されているのでしょうか？また、A noteに続く”to that effect”の解釈がわからず、教えていただけるとありがたいです。どうぞ宜しくお願いします。

A note to that effect will be sent home with your child/ren for your information
情報まで、その通知は児童に持たせられる。
to that effect = といったような意味(旨)
受動態で少しかための文章ですが、上記のような意味になります。
